The Oxfordshire new homes market continues to attract interest, despite a more considered housing market and ongoing affordability pressures. And with new measures being announced to help first-time buyers access new-build homes, there could be further opportunities ahead for those looking to take their first step onto the property ladder.

One of the most significant recent announcements is the proposed ‘Your First Home’ scheme, unveiled by Prime Minister Andy Burnham ahead of the Labour Party conference. The new initiative is due to be set out in more detail by Chancellor John Healey in the October Budget and is intended to help first-time buyers in England who may struggle to save a large deposit or do not have access to financial support from family.

Under the proposals announced so far, eligible buyers would be able to purchase a new-build home with a deposit of just 2.5%, supported by a government equity loan worth up to 20% of the property’s value. The loan is expected to be interest-free initially, with household income, savings and property price limits applying. Pre-registration is expected to open before the end of 2026.

While the full details are still to be confirmed, the announcement is another indication of the focus being placed on helping more people overcome the deposit and affordability barriers associated with buying a home.

Elsewhere, another building society has introduced mortgages requiring a deposit of just 2% on qualifying new-build houses, potentially providing another route into homeownership for buyers with limited savings.

Together, these developments point to a market where there are an increasing number of potential routes for eligible buyers to consider – although affordability and individual circumstances will remain central to any purchase decision.

Higher borrowing potential for first-time buyers

Some lenders are also offering increased income multiples for eligible first-time buyers.

Current options include:

  • Up to 5.5 times household income for applicants with a minimum gross household income of £30,000.
  • Up to six times household income for applicants with a minimum gross household income of £75,000.

These higher loan-to-income options are available from several major lenders, although applicants will still need to meet individual affordability, credit and lending criteria. For buyers who are able to proceed, these products could improve purchasing power and help bridge the gap between household income and new-build property prices in Oxfordshire.

Flexible options for a wider range of buyers

The market is not only evolving for first-time buyers. Other mortgage updates could support self-employed applicants, foreign nationals and those looking to borrow larger sums.

Potentially useful options include:

  • No maximum age on some residential repayment mortgages.
  • Assessment of pre-tax net profits for eligible self-employed applicants.
  • Borrowing of up to six times income for loans above £450,000.
  • Mortgage applications from foreign nationals at up to 95% loan-to-value, where applicants have at least three months remaining on their visa.

Energy-efficient homes offer additional benefits

Energy efficiency is becoming an increasingly important part of the mortgage conversation, particularly as buyers look to manage monthly household costs.

The emphasis on sustainable design also reflects the direction of travel across Oxfordshire’s new-build sector, where developments such as Graven Hill are helping demonstrate how energy-conscious homes and long-term community planning can appeal to modern buyers.

  • Cashback of up to £600 where a property meets the lender’s EPC requirements.

Alongside mortgage developments, incentives offered directly by housebuilders continue to play an important role in helping buyers make a move. Depending on the development and the buyer’s circumstances, incentives may include help with deposits, contributions towards legal fees, upgraded specifications or support with other purchase costs.

With fewer new listings coming to the market, developer incentives can provide an important additional benefit for buyers considering an Oxfordshire new-build home. For developments with a strong sustainability and community focus such as Graven Hill, these incentives can complement the wider appeal of the home – helping buyers access not only modern accommodation, but also the lifestyle and long-term benefits associated with a well-planned neighbourhood.
